Strategic development course for 200 managers at all levels
Frederikssund Municipality has strengthened the strategic leadership force across the organisation, based on “Sammen om Frederikssund” as a common starting point for cooperation with citizens, businesses and within the municipality.

Challenge:
Frederikssund Municipality has created Together about Frederikssund as a common starting point for the development of the municipality — both with citizens, businesses and across the municipality. It is an ambitious start on how to solve tasks that needed to become an even bigger part of everyday life. Therefore, the Executive Board and the Management Group wanted to work on: Together about Frederikssund became a common foundation for strategic development in the municipality. Therefore, there was a need for a common focus on the way of working and cooperation among all the leaders in the municipality
Solution:
A strategic management development course for all the municipality's 200 managers, blended across the four levels of management in the municipality. Over two years, the focus was on the strategic management force across the municipality. The focus was particularly on management of emancipation and trust, leadership of strong working communities and leadership of co-creation with citizens, companies and associations.
The event consisted of three joint leadership days and three parallel development courses in three larger teams, each having two full days together. On each team there were 8-9 development groups with 6-9 managers in each — all mixed between everything from school principals, department heads in the technical field, bosses and directors. Over a period of about three months, the development teams had to take on a management challenge and perform test actions.
Results:
Strengthening the 'large management community', both through increased knowledge of each other, a common frame of reference and a common focus. Maturation of the management power in the municipality in relation to leading strategically and creating threads between operational and development tasks both between town hall and decentralized entities, but also across disciplines where there are dependencies and synergies. A strong foundation for working with freelancing in a way that strengthens task solving and the value for citizens, but also addresses the difficult management dilemmas and quality challenges that may arise.

The process has strengthened our common focus in the large management community, and new cross-cutting relationships have been created among the leaders in the organization. At the same time, we have been given a number of tools to become even better at realising the focus areas of the strategy, which are: work communities, trust and release and co-creation. These are tools that have been developed through the course and collected in the “digital toolbox”, which we now continue to work with after the course.
